How Council works

The Council is League Classic’s player-facing voting system for selected mode changes. Access, Voting Power, and Pass “Council Vote” items come from different official tables — keep them distinct. Confirm any live ballot only in the client.

How it works (4 steps)

  1. Reach Classic Account Level 5 for Council access. Riot Support’s Progression table states at Level 5: “You can now vote in The Council.” Access is on the free Classic Level track — not a website unlock.
  2. Earn Council Voting Power at Levels 15 and 25. The same free Classic Level track lists “1 Council Voting Power” at Level 15 and again at Level 25. That is separate from Pass reward rows named “1 Council Vote.”
  3. Open the ballot in the League client. Confirm a live ballot only when the League Classic client shows one (options, eligibility, end time). Cast votes only in-client — this guide never hosts a ballot.
  4. Wait for verified results. Outcomes appear here only after in-client or official sources confirm them. We never invent tallies, winners, or mode changes.

Access, Voting Power, and Pass items

  • Council access (Level 5). Riot Support Progression: Classic Account Level 5 — “You can now vote in The Council.” Free Classic Level track.
  • Council Voting Power (Levels 15 and 25). Same free Classic Level track lists “1 Council Voting Power” at Level 15 and again at Level 25 (Support Progression).
  • Council Vote items (Act I Pass). Support Pass tables list “1 Council Vote” on certain free- and Premium-track tiers. That is a Pass reward-table string — not the Level 15/25 Voting Power rows.

This guide does not invent how the client combines Voting Power and Pass items beyond those official table labels.

Votes happen in the client

Ballot windows and results

  • Open/close times and eligibility rules are authoritative in the client for that ballot.
  • We publish absolute ballot times and outcomes only after verification — never invented tallies.
  • If this guide has no published ballot, open the client to see whether a vote is currently live.

How this guide verifies Council facts

  1. Prefer official /dev and Support materials for system-level claims (what Council is, Level 5 / 15 / 25 rows, Pass reward tables).
  2. Require in-client capture or official ballot posts before listing live options, end times, or outcomes.
  3. Keep draft ballot slots unpublished until those sources exist.
  4. Link sources and verification dates on published pages so claims can be re-checked.

Common misconceptions

  • “This wiki is the ballot.” False — casting is in-client only.
  • “No list here means no vote in the client.” Not necessarily — we may lack a verified capture. Open the client to confirm.
  • “Pass Council Vote items are the same as Level Voting Power.” Official tables use different labels on different surfaces (Pass vs free Classic Level track).
  • “Players control all balance.” /dev states Riot still owns health and balance.

FAQ

When is the first League Classic Council vote?
The official League of Legends roadmap lists the first Council voting round for Aug 26, 2026 (Patch 26.17), and a second for Sep 23, 2026 (Patch 26.19). Ballot options and exact opening/closing times have not been published in the sources checked. No verified open ballot is published on this guide yet — confirm any live ballot only in the official League Classic client.
Where do I cast a Council vote?
Through the League Classic client surface when a vote is open. There is no third-party vote on this site.
Can I vote on this website?
No. LoL Classic Guide is an unofficial information resource. Ballots are cast only in Riot’s client.
When can I start voting in The Council?

Is Council Voting Power locked behind Premium Pass?
